The "Leadership, Governance, and Quality Policy" has been developed based on the following principles:

- Making managerial decisions based on ethical values, with a transparent and participatory approach to governance, ensuring institutionalization and sustainability, and engaging stakeholders in decision-making and feedback processes.

- Taking a student-centered approach by supporting the academic and personal development of students and continuously monitoring student satisfaction.
- Strengthening internal communication to enhance interaction between our academic and administrative staff, and ensuring the fair and efficient use of information and resources.
- Encouraging our staff to present the services and work processes they are responsible for in an ethical, respectful, fair, and transparent manner.
- Directing our employees toward continuous improvement and innovative thinking, and carrying out activities that will allow us to quickly adapt to changing educational needs.

Education Policy
In line with its Strategic Plan, mission, and vision as defined by the law, Bayburt University aims to educate individuals who possess the knowledge, skills, and competencies required by their professions, who are lifelong learners, productive, and sensitive to environmental and social issues. The university's educational policy aims to:

- Increase the number of high-quality academic, scientific, and social publications indexed nationally and internationally.
- Increase the number of nationally and internationally recognized projects, patents, and utility models.
- Promote the development of products that contribute to the regional and national economy, considering local conditions and needs.
- Contribute to informing the regional population about agriculture and livestock.
- Provide necessary support to academic staff and students to contribute to research and development activities, and encourage the development of new ideas through various tools and training programs.
- Support academic staff in transforming R&D outcomes into commercial products and assisting with their commercialization.
