Leadership, Governance and Quality Policy
Bayburt University Development Plans, in line with the aims and objectives of the Strategic Plan; It has created its "Leadership, Governance and Quality Policy" on the basis of the following principles in order to be an institution where education and science are a priority and to provide qualified education services by adhering to quality standards and ethical values.

  • Adopting quality and continuous improvement processes in management and ensuring compliance with national and international standards,
  • Managerial decisions; On the basis of ethical values, in a way that ensures institutionalization and sustainability; To ensure and receive stakeholder participation and feedback with a transparent and participatory management approach,
  • To maintain its mission of being a pioneer in education and science by aiming for excellence in education and research processes and to be an institution that adds value to all its stakeholders,
  • Acting with a student-centered approach, supporting the academic and personal development of our students and constantly monitoring student satisfaction,
  • To enable communication between our academics and administrative staff by strengthening internal communication and to ensure fair and effective use of information and resources,
  • Our personnel, the services they are responsible for, their business processes; To encourage them to present their products in a manner that complies with ethical values, is respectful, fair and transparent,
  • To direct our employees to continuous improvement and innovative thoughts, to work to quickly adapt to changing training needs,
  • To fulfill our environmental and social responsibilities by adhering to international sustainability principles.


Education Policy
Our university; In line with its Strategic Plan, mission-vision determined by law, quality education and training objectives, with an educational approach based on critical thinking and applied learning, customized according to different disciplines and student-oriented; It aims to raise individuals who have the knowledge, skills and competencies required by their profession, who learn to learn, who are productive and sensitive to the environment and social problems.
In this regard, education policy

  • To ensure that learning-oriented programs designed in line with local and national needs and the requirements of the age are carried out with qualified faculty members and to raise individuals who adopt ethical values, respect human rights, can use information and technology, are self-confident and expressive,
  • Graduates who complete their programs; To ensure that they are experts who are innovative in science, culture and art, who aim for lifelong learning, who question the problems of the society they live in, who aim to be the leading power of the region and the country, who solve problems together using stakeholder-based tools and knowledge, and who contribute to science in their field,
  • Educational processes; To ensure that it is enriched and executed dynamically by using various methods, techniques and interactive tools, and to continuously improve it with stakeholder participation and to develop it to meet expectations,
  • To adopt a student-centered approach based on student representation in decision-making processes regarding education and training and to provide all educational services with innovative approaches and in a way that ensures digital transformation in education.
  • To ensure the integration of education and training processes with research and development, social contribution and internationalization processes; To ensure the accreditation and continuous development of educational programs by giving priority to scientific and technological developments and quality-oriented studies.

R&D Policy
Based on the vision defined within the scope of its mission determined by the laws, BAYÜ Strategic Plan takes the following principles into consideration while conducting research and development activities:

  • To be in line with the institution's mission, vision, core values, strategic plan and quality policy,
  • To adhere to BAYÜ ethical principles and rules,
  • To be in line with the requirements of the United Nations Sustainable Development Goals,
  • To increase the number of academic, scientific and social publications included in national and international indexes,
  • To increase the number of projects, patents and utility models accepted at national and international levels,
  • To encourage the production of products that will contribute to the regional and national economy by taking into account the regional conditions and needs,
  • To contribute to informing the people of the province and the region about agriculture and animal husbandry,
  • To provide the necessary support for academic staff and students to contribute to research and development activities, to put different tools into action for developing new ideas, to organize the necessary trainings,
  • To support academic staff for the transformation of R&D outputs into added value, commercial products and corporatization.


Social Contribution Policy
Bayburt University; It adopts the following principles as its social contribution policy in line with its mission, vision, core values, strategic plan and quality policy:

  • To carry out activities that will meet regional and national needs and contribute to its stakeholders, in line with the ‘United Nations Sustainable Development Goals’,
  • To reflect the institution’s researcher and participatory identity to the society and to highlight local and regional values,
  • To conduct research to solve social problems based on a scientific approach and present the results for the benefit of the society,
  • To develop innovative solutions that support regional and national development by cooperating with all stakeholders from civil society, public and private sectors and to exhibit creative approaches in projects aimed at the society,
  • To ensure the sustainable use of regional resources and environmental values ​​by carrying out activities and collaborations that will support their continuous protection and development and raise awareness on this issue,
  • To provide education and development programs based on the principle of lifelong learning in order to support the development of its stakeholders,
  • To protect and develop local and cultural heritage by acting in line with ethical rules and universal values ​​in all social contribution activities,
  • To create opportunities for students to develop and contribute to society by ensuring their active participation in social contribution activities.


Internationalization Policy

Bayburt University; within the framework of its mission, vision, Strategic Plan and Integrated Quality Management System principles and student-focused education service delivery approach, adopts the following principles as its ‘’Internationalization Policy’’:

  • To present educational programs by taking into account national and international developments,
  • To carry out joint projects and collaborations with universities recognized domestically and internationally with their scientific infrastructure and capacity,
  • To increase both international mobility and the knowledge and experience gains of staff and students by encouraging the participation of its staff and students in international exchange programs,
  • To increase the awareness, recognition and collaboration of these countries regarding our regional culture and values ​​through studies to be carried out on international mobility and international student admission and student admission,
  • To make the region attractive for these countries in terms of cooperation by actively participating in European Union programs and projects and carrying out joint projects,
  • To ensure that all transactions within the scope of international exchange processes are carried out in a digital environment,
  • To make improvements in the processes based on the feedback received from academic and administrative staff, students and international students who benefit from international mobility.
