Purpose of the Program
Social Security refers to the protection of human beings against the consequences of the dangers they may face and providing them with security in this regard. However, as a result of the developments in today's working life, this definition is not sufficient to express the concept of Social Security. When we evaluate the concept of Social Security with a broader perspective, it is not only considered in terms of providing a sense of security against the consequences of dangers and saving the person from need to a minimum extent. Social Security is a discipline that includes employment problems, preventive and curative medicine, vocational training, general education, and the solution of housing problems.
In addition, with the restructuring efforts in the field of Social Security in Turkey, Social Security services have been united under a single roof as the Social Security Institution and with this restructuring, the provincial organization of the Social Security Institution has developed as an institution serving the entire population of our country. In the Social Security Institution, which provides Social Security services to a large mass, the need for qualified professional staff trained in the field of Social Security services has emerged.
Due to the expansions in the concept and practices of Social Security as well as the developments in the Social Security structure in Turkey, the need for Social Security processes to be followed by experts in the field of Social Security who are well-equipped in their field and have academic level knowledge has arisen. In order for Social Security services to be provided effectively, there should be expert Social Security personnel in the central and provincial organizations of the Social Security Institution, in the central and provincial organizations of the Employment Agency, in all kinds of public institutions with personnel departments; in the private sector, there should be expert Social Security personnel in all kinds of organizations that manage Social Security processes by having a unit within the human resources and personnel administration processes or by receiving support from companies that provide Social Security services consultancy. The need for specialized Social Security staff in both the public and private sectors is increasing day by day. Although the Social Security Institution and the Employment Agency provide on-the-job trainings to their current employees, since the majority of the employees are personnel trained outside the field of Social Security, the motivation of the working personnel is insufficient and the institutions suffer significant losses both financially and morally. Social Security is a situation that concerns the whole of the country closely and importantly. In this context, the Social Security Program aims to meet the needs of public and private institutions for specialized personnel.
