Our Purpose;
The main purpose of the Vocational School of Social Sciences is to provide scientific knowledge and technology at the highest quality standards in accordance with the mission and vision of the university, to contribute to society, to train qualified human resources for certain professions that are committed to ethical values, environmentally sensitive and have a sense of responsibility, to provide two-year education and training for two or three terms per year, and to grant associate degrees.
The Vocational School of Social Sciences supports students in gaining a lifelong learning habit by using modern infrastructure, laboratory facilities and advanced technologies in education and training processes. Encouraging its academic staff in innovative research and entrepreneurial activities, the Vocational School of Social Sciences directs students' associate degree studies in line with the needs of the country and the region. In addition, it aims to develop students' practical skills by offering internship and applied training opportunities within the framework of industrial cooperation.
All these education processes are regularly evaluated in line with accreditation standards and quality management principles. The Vocational School of Social Sciences aims to increase the recognition of the quality of education and to strengthen the competitiveness of its graduates on a global scale by actively participating in national and international accreditation processes. In this context, it takes the principles of transparency, reliability and continuous improvement as its basis by considering the strategic goals of the university in all its activities.
The Vocational School of Social Sciences was re-established in 2017 by separating from Babyurt Vocational School with the decision of the Higher Education General Assembly meeting of the Council of Higher Education dated 18.05.2017 in order to fulfill the tasks and duties within its area of responsibility in line with the mission of BAYÜ.
The Vocational School of Social Sciences includes the Departments of Office Services and Secretariat, Hotel, Restaurant and Catering Services, Management and Organization, Transportation Services, Finance Banking and Insurance, Law and Property Protection and Security.
Our Work and Duties:
The Vocational School of Social Sciences provides the duties specified in the law and the services required by its area of authority within the framework of the Council of Higher Education, the Law on the Organization of Higher Education Institutions and other legislation to which BAYÜ is subject. He/she is responsible to the Rectorate while performing his/her work.
The duties, authorities and responsibilities of the Vocational School of Social Sciences are as follows:
The duties of the university, defined in Article 12 of the Higher Education Law No. 2547 as providing “education-training, scientific research, publication and consultancy services at various levels”, include fulfilling the issues related to its own field,
Conducting studies on issues related to its field of duty and for the benefit of the society by cooperating with the relevant institutions to solve social and local problems, presenting the results for the benefit of the society and conducting examinations and researches requested by public institutions, reporting thoughts and suggestions within this scope,
Planning the activities of all academic and administrative unit personnel in order to carry out the activities to be carried out effectively, efficiently, economically and with high quality, carrying out these activities in accordance with the plans,
Determining the needs related to the administrative, financial and physical resources of the Vocational School, performing resource management, using the provided resources effectively and efficiently, Planning the annual budget, spending it in accordance with the plans,
Determining the in-service training needs and making annual training plans,
Vocational Keeping statistical information regarding the education-training, personnel and physical space of the college,
Conducting disciplinary, administrative and academic procedures regarding the students and academic-administrative staff of the college,
Providing the necessary physical and human conditions for providing services to students in accordance with the planned educational contents in the college programs in the field of education-training,
Determining administrative and academic personnel needs in line with the needs reported by the college units and programs and coordinating the provision.
The college fulfills these duties through the academic and administrative units affiliated to it as follows:
1) Academic Units:
a. College Board
The college board consists of the vice-principals and heads of departments affiliated to the college under the chairmanship of the director.
The college board is an academic body and performs the following duties:
Deciding on the education-training, scientific research and publication activities of the college and the principles, plans, programs and educational-training calendars related to these activities,
Electing members to the college management board.
To perform other duties assigned by law and regulations.
b. College Board of Directors:
The college board of directors is chaired by the principal and the vice principals and the College Board is formed by three years It consists of three assistant professors chosen by the director. The Board of Directors of the College meets upon the call of the director. The Board of Directors may establish temporary working groups and education-training coordinators when deemed necessary and regulate their duties.
The Board of Directors of the College is an organ that assists the director in administrative activities and performs the following duties:
To assist the director in the implementation of the principles determined by the decisions of the Board of Directors of the College,
To ensure the implementation of the education-training, plans and programs and calendar of the Vocational School,
To prepare the investment, program and budget draft of the Vocational School,
To make decisions on all matters brought by the director regarding the management of the Vocational School,
To decide on the admission of students, course adaptations and dismissals, and procedures related to education-training and examinations,
To perform other duties assigned by laws and regulations.
c. Advisory Board
To make suggestions and initiatives to strengthen the relations between the University and other institutions and to develop cooperation in order to ensure the effective execution of leadership, management and quality, education-training, research-development and social contribution processes.
To evaluate the implementation results of the University's strategic plan and quality assurance system and to make improvement suggestions when necessary.
To provide information and make suggestions on current international, national and regional needs that should be taken into consideration in the creation and updating of education-training programs and the competencies expected of graduates.
To take initiatives at the institutional level in the preparation and execution of community service projects involving the students, academic and administrative staff of the University.
To make suggestions on the establishment of the necessary physical/technical infrastructure and financial resources for the execution of education-training, research-development and management activities.
d. Office Services and Secretarial Department
The purpose of the Office Management and Secretarial Department, which operates to fulfill the tasks and duties within its area of responsibility in line with the vision and mission of BAYÜ, is to train high-level office staff, office managers and executive assistants, and office staff for the courts who are equipped with the knowledge and skills to meet the needs of the rapidly changing and developing business world, who know at least one foreign language, who are experts in computer use, who can use office management principles and methods professionally, who can establish good human relations, who can write quickly with ten fingers and without looking, who can use all kinds of office technology, who have knowledge of modern protocol.
e. Hotel, Restaurant and Catering Services Department
The purpose of the Hotel, Restaurant and Catering Services Department, which operates to fulfill the tasks and duties within its area of responsibility in line with the vision and mission of BAYÜ; to train the manpower sought in domestic and international food and beverage businesses who prepare and present food and beverages in hotels, restaurants, food factories, fast-food, patisseries, etc., who can implement a business plan, have a developed sense of smell and taste, work quickly and regularly, are careful and meticulous, have a high sense of responsibility, and pay attention to hygiene and health issues. Throughout their education, students will be able to comprehend the basic principles of the field of catering services and the importance of contemporary technologies related to their profession, and will be able to realize the importance of research, development and execution in matters related to their field, individually or as a group, and their legal responsibilities as a catering service operator.
f. Department of Management and Organization
The Department of Management and Organization, which operates in line with the vision and mission of BAYÜ to fulfill the tasks and duties within its area of responsibility,
The Business Management Program; to train graduates who will meet the need for qualified manpower equipped with the knowledge and skills that businesses need and that can meet the requirements of the global world. In this context, the program aims to train graduates who know the basic principles and management functions in the field of business, are aware of the responsibilities that management levels must carry, have internalized the characteristics of the market and businesses, can work in all departments of the business, can work individually or as a group on issues related to their field, are aware of their legal responsibilities, know the basic concepts of the economy and the stock market, can establish and run their own businesses, know the importance of foreign trade in terms of the country's economy and businesses, can use computer programs related to their profession, and can communicate effectively. Today, it is extremely important for our students to be equipped with the characteristics that will distinguish them from their competitors when they enter business life. The Business Management Program aims to provide our students with the knowledge they will need by providing a quality education with an academic staff specialized in the field.
Sports Management Program; to meet the needs of different levels of facilities and positions related to sports management (such as marketing, finance, public relations, field material information, sports facility management). In the Sports Management Program; It is aimed to train sports personnel with the necessary professional skills to make and implement decisions related to sports activities in different levels of positions in the public or private sectors together with organizations providing sports services and recreation services. In addition to providing students with a ‘sports culture’, it is aimed to provide them with the knowledge of the principles that can be used in problem solving as practitioners in the field of sports management, to develop solution proposals and to defend these solution proposals, and to provide the necessary information and skills specific to the field of sports in organizing activities related to sports management.
The Logistics Program can be defined as ‘planning, implementing, controlling the transportation, operation and storage of materials, works, services, processes and information flow in the supply chain from the starting point of the raw material to the final point where the product is consumed, without any disruption, in both directions, effectively and efficiently, and ensuring the sustainability of all these processes’. In this context, logistics emerges as an integrated sector with its many components such as supply, production, dispatch, storage, packaging, transportation, and many other basic Supply Chain Management stages, Total Quality Management, modern business development processes, information technologies, and Customer Relationship Management. The aim of the program is to provide students with global knowledge and skills in the field of logistics during their education and to train qualified ‘intermediate staff’ in the field of logistics.
g. Department of Transportation Services
The Department of Transportation Services, which operates to fulfill the tasks and duties within its area of responsibility in line with the vision and mission of BAYÜ, is in intense interaction with many factors, both in the country and the city, as transportation and communication, which are important elements of economic and social life. Developments in technology in recent years have brought to the forefront the desire of people to use their time more efficiently in the economic and social fields. With the need for faster, safer and higher quality communication, it has become mandatory for the services in this field to be carried out by educated professional staff. The socioeconomic situation, which is developing and changing every day in our country and in the world; distances, spatial differences and cultural differences have become less important. In parallel with this, people's needs for fast, safe and high-quality communication have come to the forefront. As a result of this, new applications have been launched for distribution services, cargo and logistics services within the scope of postal services. As a result of this change and development in the sector, the need to train intermediate staff with contemporary applications to be employed in this sector in order to meet the need for high-quality and educated personnel has emerged. In order to fulfill the acceptance, separation, dispatch, distribution (notification, letter postal shipments, APG and cargo/courier distribution/delivery) services of postal distribution services in accordance with the provisions of the legislation, it is necessary to meet customer demands and needs in a high-quality, efficient, fast and safe manner by utilizing the trained and educated workforce to be employed in the Cash Post Office (automation), Post Office (automation), Telegraph Office (automation) and distribution services. The Postal Services Program aims to train knowledgeable, highly conscious, responsible and educated human resources to work in the postal sector.
h. Department of Finance, Banking and Insurance
The Department of Finance, Banking and Insurance, which operates in line with the vision and mission of BAYÜ, plays an important role in the financial development of our region and our country. Due to this importance, our program aims to train individuals who are knowledgeable, participatory, and adopt local and universal values, who can work in the banking and insurance sector or in various institutions and organizations that have intense relations with banks and insurance companies outside the sector.
i. Department of Law
The Department of Law, which operates in line with the vision and mission of BAYÜ, aims to meet the basic needs of prisoners and convicts such as security, shelter, health and education by training Execution and Protection Officers in penal institutions and children's education houses (children's correctional facilities), and also to play an important role in their reintegration into society. In other words, in penal institutions and supervised The main purpose of this program is to train individuals who will be employed in the directorates of freedom and have the necessary qualified workforce.
i. Property Protection and Security Department
The Property Protection and Security Department Social Security Program, which operates to fulfill the tasks and duties within the scope of responsibility in line with the vision and mission of BAYÜ, refers to protecting people against the consequences of the dangers they will encounter and providing them with security in this regard. However, as a result of the developments in today's working life, this definition is not sufficient to express the concept of Social Security. When we evaluate the concept of Social Security from a broader perspective, it is not thought of as providing a sense of security to the person against the consequences of dangers and saving them from need to a minimum extent. Social Security is a discipline that includes issues such as employment problems, preventive and therapeutic medicine, vocational training, general education, and the solution of housing issues.
In addition, with the restructuring studies carried out in the field of Social Security in Turkey, Social Security services were combined under a single roof as the Social Security Institution, and with this restructuring, the provincial organization of the Social Security Institution has developed as an institution serving the entire population of our country. The Social Security Institution, which provides Social Security services to a large audience, has created a need for qualified professional personnel who have received training in the field of Social Security services.
Due to the expansions in the concept and applications of Social Security as well as the developments in the Turkish Social Security structure, the need for Social Security processes to be monitored by well-equipped and academically knowledgeable Social Security experts has emerged. In order for Social Security services to be provided effectively, there must be expert Social Security personnel in the central and provincial organizations of the Social Security Institution, the central and provincial organizations of İş Kur, all public institutions with personnel departments, and in the private sector, all institutions that manage Social Security processes by having their own units for human resources and personnel management processes or by receiving support from companies that provide Social Security services consultancy. The need for expert Social Security personnel in the field is increasing day by day in both the public and private sectors. Although the Social Security Institution and İş Kur provide in-service training to their current employees, the motivation of the employees is insufficient, and institutions suffer significant losses both materially and morally, since the majority of the employees receive training outside the field of Social Security. Social Security is a situation that closely and importantly concerns the entire country. In this context, the Social Security Program aims to meet the specified expert personnel needs of public and private institutions.
2) Administrative Units:
a. College Directorate:
Performs the duties specified in Article 20 / b of the Higher Education Law No. 2547.
Has the ultimate authority and responsibility for the best performance of academic and administrative functions in the Vocational School.
Represents the legal entity of the Vocational School. Determines the vision and strategy of the Vocational School and follows up on its implementation.
Presides the boards of the Vocational School, implements the decisions of the Vocational School boards and ensures regular work among the Vocational School units,
Reports to the rector at the end of each academic year and upon request on the general status and functioning of the Vocational School,
Reports to the rectorate on the funding and staff needs of the Vocational School with its justification, submits the proposal regarding the Vocational School budget to the rectorate after receiving the opinion of the Vocational School Board of Directors,
Performs the general supervision and auditing duty on the Vocational School units and personnel at all levels, Performs other duties assigned to it by this law.
To take necessary security measures in rational use and development of the teaching capacity of the Vocational School and its affiliated units.
To provide necessary social services to students.
To carry out education-training, scientific research and publication activities in an orderly manner.
To be primarily responsible to the rector for the supervision and inspection of all activities, follow-up and control and obtaining their results.
b. Vice Director of the Vocational School:
To perform the duties assigned by the Vocational School Director.
To prepare weekly course programs at the beginning of each academic semester.
To carry out the activities specified in the application areas of the Vocational School Procedures.
To provide the information and documents requested by the Vocational School Directorate for the courses and laboratories he/she is responsible for.
To carry out improvement studies according to the results of the course evaluation form filled out by the students for the courses he/she is responsible for at the end of each semester.
To perform other duties specified in the Higher Education Law and Regulations.
To be the Director of the Vocational School
c. Secretariat of the Vocational School:
Division of work and supervision of the Administrative Staff Working in the Vocational School according to their education, knowledge and skills,
Control and execution of personnel procedures of the Administrative and Academic Staff, ensuring that they fulfill their shifts in accordance with the legislation,
Conducting internal and external correspondences to the Directorate,
Conducting and supervising registration, filing, statistics and archive services,
Taking precautions regarding the security and cleanliness of the Vocational School,
Conducting studies in the fields of occupational health and safety and civil defense, taking precautions,
Planning administrative staff cadre needs, reporting them to the relevant units,
Evaluating administrative staff according to their performance, subjecting them to rotation,
Planning the budget given to the Vocational School, submitting it to the spending authority,
Ensuring that the Vocational School is ready for education and training during the week and weekend,
Preparing the agendas of the Vocational School Board letters and controlling the distribution of the decisions taken to the relevant parties,
d. Secretary's Office:
Conducting office work; recording incoming and outgoing documents, conducting all kinds of correspondence regarding the faculty within the scope of circulars and instructions, delivering them to the relevant units/departments and authorities,
Receiving all kinds of notifications, performing current and archive filing according to the file plan for incoming and outgoing correspondence,
Removing documents that need to be archived at the end of the year, destroying expired ones, or delivering them to institutions for recovery,
Monitoring changes made to laws and regulations.
e. Personnel and Personnel Affairs Unit:
Performing personnel affairs regarding academic and administrative staff of the Vocational School; transfer, assignment, resignation, change of location, retirement, military service, extension of term of office, promotion, leave, etc. execution of transactions,
Preservation and archiving of unit correspondence, documents in accordance with the requirements of the legislation,
Organization of documents related to the financial responsibilities of the academic and administrative staff of the Vocational School and notification to the assessment office,
Ensuring that the asset declarations are received, kept confidential and sent to the relevant places in accordance with the Asset Declaration Law No. 3628.
f. Department Secretariat:
To carry out all correspondence prepared by the Department Head Office
To forward incoming correspondence to the Department Head Office, to ensure that correspondence is delivered to the Directorate on time
To carry out correspondence regarding the extension of term, domestic and international assignments, leave petitions, make-up programs, cadre allocation procedures, departure from duty, commencement of duty and course assignments of academic staff
To ensure that student class lists, weekly course programs, course assignments and exam programs related to education and training are announced on time and distributed to academic staff
To ensure the order and organization of department boards, to check and remove unnecessary and outdated announcements from the board
To ensure that internal and external mail procedures are carried out together with the clerical department and that mail and other documents belonging to the department are distributed to the relevant parties
To collect personal weekly course programs belonging to the Vocational School from all academic staff at the beginning of each term and to forward them to the relevant units
To coordinate department-related works between students and academic staff and to assist in communication

g. Movable Registration, Control and Purchasing Unit:
Determining the consumption and fixed material needs of the Vocational School (educational materials, stationery, building maintenance and repair materials, wood and metal materials, electronic hardware and technological materials, machinery and equipment, etc.), keeping records of the purchased materials,
Determining the fixed material and equipment of the Vocational School that need maintenance,
Preparing, recording and archiving documents such as movable transaction slips, debit slips, counting minutes, etc.,
Determining the fixed material that is out of use and reporting it to the relevant unit or commission.
h. Accrual Unit:
Performing budget transactions together with the purchasing unit, keeping records, preparing reports,
Using budget allocations in accordance with the planning on this issue, finalizing additional allocation requests, processing and preserving all budget allocation revised transaction records in automation,
Performing the accrual and accounting transactions of salaries, administrative duty fees, domestic and international temporary and permanent duty travel allowances, additional course fees, exam fees, overtime fees and faculty communication expenses in accordance with the relevant legislation,
Keeping, preserving and making ready for auditing the books, records and documents related to accounting services in accordance with the procedure,
Following up the studies related to the regulations such as laws, statutes, regulations, circulars and instructions related to the unit.
i. Quality/Management System Team:
To ensure that the establishment, implementation, monitoring and continuity of the Social Sciences Vocational School Quality/Management System are carried out on behalf of the Director in line with the BAYÜ Quality Directive, Quality Policy and objectives.
The duties and responsibilities of the unit quality team are as follows:
To support the establishment of internal and external quality assurance and integrated quality management system,
To carry out studies to establish, disseminate and develop quality culture,
To ensure that the quality policy is known and implemented at every level of the organization.
To coordinate and record the work on determining, organizing, implementing and maintaining the processes related to the integrated quality management system of the unit,
To support the establishment of department quality commissions, determining their working principles, their activities and monitoring their activities,
To ensure the implementation and development of ISO 9001:2015 Quality Management System and YÖKAK Service Accreditation,
To ensure the preparation of quality documents,
