Purpose of SHMYO:

The primary purpose of the Health Services Vocational School (SHMYO) is to train individuals who are ethically committed, environmentally conscious, and have a strong sense of responsibility, while adhering to the highest quality standards in science and technology. This aligns with the university's mission and vision, aiming to contribute to society by producing skilled individuals in the healthcare sector. SHMYO emphasizes both theoretical and practical learning, utilizing modern infrastructure, laboratories, and advanced technologies to foster lifelong learning habits in its students.

In addition, SHMYO encourages its academic staff to engage in innovative research and entrepreneurial activities, while tailoring its educational programs to meet the needs of the country and region. The school also partners with healthcare institutions to provide practical training opportunities, helping students develop their professional skills through internships and fieldwork.

These educational processes are regularly evaluated in accordance with accreditation standards and quality management principles. SHMYO is committed to continuous improvement through national and international accreditation processes, aiming to increase the visibility of its education quality and enhance the global competitiveness of its graduates. In all its activities, SHMYO adheres to the university's strategic goals, emphasizing transparency, reliability, and continuous improvement.

SHMYO was established on May 31, 2008, in accordance with the Annex 97, Article (b) of the Official Gazette No. 26892, in line with the mission of Bayburt University. The school consists of the following departments:

  • Medical Services and Techniques
  • Health Care Services
  • Pharmacy Services
  • Childcare and Youth Services
  • Management and Organization

Tasks and Responsibilities:

The responsibilities of the Health Services Vocational School Directorate include the following:

  1. Implementation of University’s Educational and Research Functions
    Fulfill the responsibilities outlined in the Higher Education Law No. 2547, particularly in providing education, scientific research, publication, and consultancy services related to the healthcare field.

  2. Collaboration with Relevant Institutions
    Work with relevant institutions and organizations to address societal and regional issues, ensuring that the results of these efforts benefit the public and contribute to governmental research requests.

  3. Planning and Coordination of Academic and Administrative Activities
    Ensure that academic and administrative staff activities are efficiently planned and carried out in a way that promotes effectiveness, productivity, and quality.

  4. Resource Management
    Identify the administrative, financial, and physical resource needs of the vocational school, manage these resources effectively, and ensure their optimal use. Prepare and manage the annual budget in accordance with the planned financial allocations.

  5. Professional Development
    Assess the need for in-service training for staff and prepare an annual training plan.

  6. Statistical Monitoring
    Keep records on education, personnel, and physical resources, ensuring that the school's operation is efficiently tracked and reported.

  7. Administrative and Academic Processes
    Manage administrative and academic processes for both students and staff, including disciplinary actions and academic procedures, in accordance with university regulations.

  8. Providing Educational Services
    Ensure that the necessary human and physical resources are available for the delivery of the curriculum and training programs, and coordinate internships and fieldwork to enhance practical learning experiences.

  9. Personnel Coordination
    Identify and coordinate the recruitment of academic and administrative personnel based on the needs identified by departments and programs.


Academic Units:

  1. Vocational School Council
    The council is headed by the director and includes department heads. It is responsible for deciding on educational and research activities, program planning, and implementing regulations.

  2. Vocational School Management Board
    Composed of the director, deputy directors, and selected faculty members, the board handles administrative and operational matters, including budget preparation, program implementation, and resolving student-related issues.

  3. Advisory Board
    This board strengthens relationships between the university and external organizations, providing input for improving education quality, research, and community service.

  4. Departments and Programs
    SHMYO offers a variety of programs across different departments, including Medical Services and TechniquesHealth Care ServicesPharmacy ServicesChildcare and Youth Services, and Management and Organization. Each department runs a specialized program that aligns with the specific needs of the healthcare sector.


Administrative Units:

  1. Vocational School Secretariat
    The secretariat is responsible for planning and overseeing administrative personnel duties, ensuring that communication, archiving, and security operations run smoothly.

  2. Director’s Office
    The director’s office handles the director’s correspondence, travel arrangements, and meeting schedules, as well as organizing and archiving official documents.

  3. Writing and Documentation Unit
    Responsible for the registration, archiving, and distribution of all incoming and outgoing correspondence, the writing unit also manages the legal documentation and regulations of the school.

  4. Personnel and Personnel Affairs
    Manages all personnel-related tasks, including appointments, transfers, promotions, and other official procedures, ensuring compliance with university regulations.

  5. Asset Records and Procurement
    Manages the procurement of equipment, supplies, and other necessary materials, ensuring that resources are available for educational and operational needs.

  6. Budget and Finance Unit
    Works with other departments to manage the school’s budget, ensuring that expenditures are aligned with planned allocations and university policies.

  7. Quality Management Unit
    Oversees quality assurance processes, ensuring that academic programs meet accreditation standards and that improvements are continuously made.
