Purpose, Work and Tasks
Bayburt University Central Research Laboratory Application and Research Center was established in 2014 and started its activities with the publication of BUMER Regulation in the official gazette dated 06/07/2014 and numbered 29052.

BUMER's main objectives are:
  • To organize the activities of research laboratories, research-application centers and similar units within the University within a central organization framework, to ensure coordination, development and strengthening, and to ensure that their R&D opportunities are made available for use between units.
  • Bayburt University scientific research projects, universities, research centers, industry, public institutions and organizations and projects carried out with them, and to evaluate and meet analysis requests from third parties within the scope of the Center's possibilities in a way that does not hinder basic research.
  • Continuously monitor technological developments, to ensure that the devices and instruments in the laboratory are developed and renewed by today's conditions and to increase the University's project execution potential.
  • To provide advanced research mechanisms that are the common needs of the University units and to offer them for common use in R&D units established within the University or affiliated with the Center.
  • To work to obtain financial resources to produce and sustain advanced technology projects by collaborating with national and international public and private research institutions.
  • To contribute to development in the field of science and technology, to conduct research to solve basic scientific problems related to the industry, to seek solutions to research problems that may be encountered in the areas foreseen by development plans, to ensure the production of all kinds of products and/or commercial products that can contribute to production.
  • To prepare a working environment that will gather project studies carried out by collaborating with institutions and organizations abroad and in Turkey on R&D issues within the scope of relevant legislation provisions within the Center.
  • To conduct studies to obtain property rights of information, technology and product production developed within the Center within the scope of relevant legislation provisions and to use the income in the University's R&D activities.
Tasks and Duties Performed:

BUMER’s fields of activity are as follows:
  • Coordinate consultancy services for the production, maintenance and completion of projects.
  • To work for the accreditation of laboratories affiliated to the center.
  • To organize national and international scientific meetings such as congresses, conferences, symposiums, seminars and courses on subjects within the scope of the center’s field of work.
  • To provide scientific opinions, consultancy and similar services and to prepare reports on these services.
  • To promote the center’s facilities and functions.
  • To prepare the necessary scientific and technical infrastructure for the center to operate as a technopark.
  • To prepare the necessary laboratory infrastructure for scientific and technological research, development and application that will help Turkey’s development and progress and to ensure the supply and functionality of tools and equipment for demands from regional countries.
  • To support national and international researchers’ research and development activities within the scope of relevant legislation, to develop cooperation, to work on determining and solving problems encountered by public and private sectors in areas they need.
  • Within the scope of relevant legislation provisions, to prepare domestic and international projects, to carry out studies in cooperation with public institutions and organizations and to provide support for these studies.
  • To carry out studies for the evaluation and development of current technologies.
  • To standardize products, methods and technologies and to carry out studies on quality controls.
  • To develop products and production technologies from patent/utility model examinations and patents and to contribute to their application.
  • To offer the developed techniques for domestic and international use within the framework of technology transfer and similar legal invention rights.
  • To cooperate with national and international centers with similar purposes within the scope of relevant legislation provisions and to carry out personnel exchanges with these centers within the framework of a program.
  • To equip university students with the knowledge and skills to work in industrial sectors, to encourage scientific work, to develop the application skills of students and candidate scientists.
  • To conduct experiments on an industrial scale together with research, designs and examinations regarding the relevant problems of organizations in the sector and to establish and operate research, application and education unit laboratories.
  • To establish and operate a project idea market type infrastructure, to support the commercialization of knowledge and application methods developed at the University.
  • To cooperate with media organizations to inform the public, to prepare brochures, books, videos, press releases, and to organize invited meetings.
  • To continuously monitor technological developments and ensure that the devices in the laboratory are developed by the current conditions.
  • To conduct studies to train the personnel needed by the Center in Turkey and abroad within the scope of the relevant legislation and to prepare opportunities for people coming from abroad for this purpose.
1- Administrative Units

a) Unit Secretariat
  • Ensure that correspondence related to the unit is carried out regularly.
  • Write and announce board calls and decisions related to the unit to the relevant parties.
  • Receive personnel petitions written by the rules, process and finalize them.
  • Keep the permission, report and assignment files of the unit personnel, carry out the necessary correspondence, deliver them to the relevant unit with their petitions as soon as possible with their starting dates.
2- Quality/Management System Officer
  • Takes part in the implementation and development of the ISO-9001:2015 Quality Management System and ensures that work is carried out by quality targets.
  • Ensures that the quality policy is announced to the employees and that the quality awareness of the employees is developed.
  • Prepares quality documents and submits them to the dean for approval.
  • Follows up on the distribution and updating of Quality Management System documents.
  • Follows up on the follow-up and preservation of externally sourced documents.
  • Evaluates renewal request forms received from units and departments.
  • Follows up on developments and makes the necessary revisions and distributions.
  • The organization coordinates and plans internal quality audits and ensures that audits are carried out in line with this plan.
  • It initiates corrective and preventive activities regarding non-conforming services, coordinates between units, exchanges opinions and monitors until non-conformities are corrected.
  • It plans, organizes and ensures that training activities are carried out.
  • It participates in Service Planning (Planning Review) activities. It monitors the implementation and continuity of the ISO - 9001:2015 Quality Management System.
  • It ensures that the quality policy is known and implemented at every level of the organization.

3- Quality Management System Unit/Team
  • It ensures that the BUMER Quality/Management System is established, implemented, monitored and its continuity is ensured in line with the BAYÜ Quality Directive, Quality Policy and objectives.
  • The duties and responsibilities of the unit quality team are as follows:
  • To support the establishment of internal and external quality assurance and integrated quality management systems,
  • To work on the establishment, dissemination and development of quality culture,
  • To ensure that the quality policy is known and implemented at every level of the organization.
  • To coordinate and record the work to determine, organize, implement and maintain the processes related to the integrated quality management system of the unit,
  • To support the establishment of department quality commissions, determination of their working principles, their activities and monitoring of their activities,
  • To ensure the implementation and development of ISO 9001:2015 Quality Management System and YÖKAK Service Accreditation,
  • To ensure the preparation of quality documents,
  • To distribute, revise and monitor the Quality Management System documents,
  • To monitor and preserve external documents,
  • To evaluate the request forms received from units and departments,
  • To ensure the coordination, planning of internal audits and implementation of audits in line with this plan,
  • To initiate corrective and preventive activities regarding non-compliant services, to ensure coordination between units, exchange of views and monitoring of non-compliances,
