Our Purpose, Work and Duties
PURPOSE OF THE PERSONNEL DEPARTMENT HEADSHIP

To plan manpower so that our university can achieve its basic goals and objectives, to determine strategies and policies regarding the development of the personnel system, to work towards developing personnel, and to ensure that our personnel work with high morale and motivation, away from anxiety while performing their duties.

DUTIES OF THE PERSONNEL DEPARTMENT HEADSHIP

To work on the university's manpower planning and personnel policy,

To make suggestions regarding the development of the personnel system,

To carry out the work related to the appointment, personal rights, and retirement procedures of our university personnel,

To distribute the academic staff assigned to our university according to the instructions of the senior management.

To carry out the procedures related to the usage permits and granted positions.

To make proposals for changes in degrees and titles in the full and vacant cadres of the academic staff assigned to our university,

To carry out the procedures related to meeting the needs of our university for academic staff, lecturers, experts, and instructors,

Carry out the procedures related to the academic staff assignment.

To make proposals regarding the change of a full cadre in the department with a vacant cadre of a higher degree within the Rectorate, provided that it is for promotion purposes and that no change is made to the title of the cadre.

To make proposals for transferring cadres with their current ones in cases such as division, merger, and closure of a department or department.

To make proposals for the assignment of academic staff for congresses, conferences, symposiums, research, and examination purposes in and outside the country.

To make correspondence regarding transferring compulsory service for those with compulsory service obligations due to their education in and outside the country.

To carry out the work and procedures related to the organization and preservation of personnel files of our university personnel,

To make proposals regarding degree and title changes of personnel working at our university,

To prepare basic education programs for the training of candidate civil servants.

To organize in-service training courses and seminars,

To prepare in-service training course programs and training booklets,

To carry out the adaptation procedures of personnel,

To carry out retirement procedures to perform HİTAP data entry.

To organize personnel-record files of administrative personnel,

To ensure that the leave-report procedures of personnel are carried out regularly,

To carry out the consent procedures of academic and administrative personnel upon the request and suggestion of the upper management.



THE WORKS OF THE PERSONNEL DEPARTMENT HEADSHIP

The Head of the Department decides which work and procedure will be done regarding the documents sent through EBYS.

The documents are sent to the relevant unit managers according to the procedure to be performed.

The responsible person prepares internal and external correspondence procedures.

The control of the correspondence and its attachments is carried out under the supervision of the Department Head.

Documents with completed correspondence procedures are initialed and signed by the relevant superiors.

Documents with completed initials and signature procedures are sent to the relevant institution via EBYS if they are internal, or via the general documents unit in an envelope if they are external.

If the initialed copy is personal, it is kept in the relevant personnel files and the procedure is completed.
